Is 16 yrs. old too late to learn how to play the harp?

I have always wanted to play this instrument and I wanted one as a child but since it was too expensive my parents bought me a perepelochka... which is a russian music box that has strings and is triangular shaped. It is similar to harp but not quiete the same. I love the music the harp makes... although school has always been my first priority and i never have had time to play... is it possible to play an instrument while keeping up with a life devoted mostly on sports and school ?
