Toilet does not flush properly?

My toilet does not flush properly. It's not a water saver toilet, it allows all the water from the tank to enter into the bowl, and it's not clogged. You can see the water swirling into the bowl and the level of the water in the bowl does not rise but it doesn't get suctioned out either. If I use a gallon bucket and dump the water into it then it suctions and flushes properly. This means the water just isn't dumping fast enough from the tank to the bowl. All the water jets around the rim of the bowl appear to be expelling a proper amount of water except for 3 or 4 which trickle out. I think this is the problem. 1) Does this sound like the problem (does this happen) 2) best way to fix it 3) possble alternative problem area in case this isn't the problem. Please no comments like 'call plumber' or 'google toilet problems' etc. Thanks
