Home Rule for Scotland?

If Scotland attain the Home rule status, whereby they are free of Enlands Goverment, will that mean that the Scotish Mafia that are running the Enlsih cabinet at the moment, voting for all sorts of unwanted acts for the English , which they vote against ping for their Scotish friends, will they no longer have this status, if so then it explains why they are against it,
